Hai Phong committees to its growth target
Hai Phong's Gross Regional Domestic Product (GRDP) grew by 11.33% in the first six months of 2026, ranking third nationwide and first among Vietnam's centrally - run cities. This is a positive result amid continuing uncertainties in the global economy. However, the figure falls short of the city's growth scenario. To achieve its full-year GRDP growth target of 13% or higher, Hai Phong will need to accelerate growth in the second half of the year. This period is considered decisive and will require stronger and more determined solutions.
During the first six months of the year, Hai Phong's economy continued to post encouraging results. State budget revenue reached nearly 116 trillion VND, the city attracted nearly 3.1 billion USD in foreign direct investment (FDI), cargo throughput at its ports increased by more than 11%, and public investment disbursement totaled nearly 16.5 trillion VND. These achievements further reinforce Hai Phong's position as one of Vietnam's leading growth engines.
However, according to relevant authorities, several factors continue to affect GRDP growth. The global economic recovery remains slow, consumer demand in many major markets has yet to improve significantly, and exports continue to face challenges. Domestically, growth in several key industrial sectors has not met expectations. In addition, site clearance for a number of projects remains behind schedule, while many industrial parks, urban developments, and infrastructure projects have yet to become operational as planned, limiting short-term growth potential.

According to current projections, achieving the city's full-year growth target of 13% or more will require the economy to expand by approximately 14.7% during the second half of the year. This is an ambitious target that will require maximizing every growth driver, including public investment, private investment, FDI attraction, domestic consumption, and exports.
To meet this objective, the 4th Conference of the Hai Phong Party Committee adopted a dedicated resolution on GRDP growth, identifying nine key groups of tasks and solutions aimed at removing bottlenecks and creating new momentum for economic expansion. In line with the city's strategic direction, accelerating site clearance has been identified as a top priority to speed up project implementation. Hai Phong will also focus on achieving 100% disbursement of public investment capital, expediting transport, industrial park, urban development, and logistics projects, implementing a "green lane" mechanism to streamline procedures related to investment, land, planning, and construction, and effectively implementing Politburo Resolution No. 68 to promote the strong development of the private sector.
