Delegation from Hong ha Comprehensive Bonded Zone, Yunnan Province (China) visits and works in Hai Phong
On the afternoon of August 6, Mr. Le Trung Kien, Member of the Standing Committee of Hai Phong Party Committee, Head of Hai Phong Economic Zone Authority (HEZA), hosted a meeting with the working delegation from the Management Committee of the Hong ha Comprehensive Bonded Zone, Mengzi Economic and Technological Development Zone (Honghe Prefecture, Yunnan Province, China), led by Mr. Dong Quan Van, Member of the Party Working Committee and Deputy Director of the Hong ha Comprehensive Bonded Zone.
On the afternoon of August 6, Mr. Le Trung Kien, Member of the Standing Committee of Hai Phong Party Committee, Head of Hai Phong Economic Zone Authority (HEZA), hosted a meeting with the working delegation from the Management Committee of the Honghe Comprehensive Bonded Zone, Mengzi Economic and Technological Development Zone (Hong ha Prefecture, Yunnan Province, China), led by Mr. Dong Quan Van, Member of the Party Working Committee and Deputy Director of the Hong ha Comprehensive Bonded Zone.
The meeting aimed to concretize the economic cooperation program between Hai Phong City and Yunnan Province (China). Representatives from the Hai Phong Department of Foreign Affairs and the City Police also attended the meeting.

Overview of the working session
Welcoming the delegation to Hai Phong, Mr. Le Trung Kien emphasized that the visit not only concretized the agreement on friendly exchange between the Hai Phong Party Committee (Communist Party of Vietnam) and the Yunnan Provincial Party Committee (Communist Party of China), signed on December 12, 2023, but also reflected the goodwill of cooperation between the two sides, following up on the positive results of HEZA's working visit to Mengzi this past May.

Mr. Kien noted that following the merger of Hai Duong Province and Hai Phong City, Hai Phong has become the third-largest economy in the country with ample potential development. Currently, Chinese investors have poured a total of USD 11 billion into Hai Phong. At the end of this year, construction of Lao Cai – Hanoi – Hai Phong railway line will be conducted. This project is a critical foundation to enhance freight and passenger transportation capacity between Hai Phong Port and Yunnan Province, thereby fostering border trade and investment cooperation between the neighboring localities of the two countries.
He also affirmed that Hai Phong has been actively implementing the establishment of a new-generation free trade zone in the southern coastal economic zone of the city. As Yunnan Province has already successfully established and developed three free trade zones, Mr. Kien expressed his hope that the leaders of Mengzi Economic and Technological Development Zone would share their practical experience to support Hai Phong in this endeavor.

Speaking at the meeting, Mr. Dong Quan Van expressed his admiration for Hai Phong’s recent development and praised the effective cooperation with HEZA. He emphasized that Yunnan Province and Hai Phong City shared many similarities in economic development, trade exchanges, and cultural interactions. He affirmed that Hai Phong’s long-term vision and strategic orientation in developing a free trade zone aligned well with the trend of international economic integration and the enhancement of cross-border cooperation between China and Viet Nam. Mengzi Economic and Technological Development Zone is ready to provide support and share practical experiences from developing free trade zones in Yunnan Province.
Mr. Dong Quan Van believed that this meeting not only realized the cooperation framework between Viet Nam and China but also promoted the 5-locality Economic Corridor cooperation (Quang Ninh, Hai Phong, Hanoi, Lao Cai of Viet Nam and Yunnan of China), while opening up new opportunities in investment attraction, border trade, seaport economy, and tourism.

On this occasion, HEZA and the Management Committee of the Hong ha Comprehensive Bonded Zone, Mengzi Economic and Technological Development Zone, Hong ha Prefecture, Yunnan Province, China, signed a Memorandum of Cooperation to enhance in-depth collaboration in the fields of industry, trade, investment attraction, and optimize each side’s strengths.

Accordingly, both sides agreed on several cooperation contents:
Industry linkage and cooperation: Encouraging and supporting the formation of cross-border industrial chains, under the model of "one enterprise, two countries, two factories", with a focus on new materials industry, non-ferrous metal industry, information technology, etc., to create complementary industrial connections.
Trade cooperation: Leveraging mutual strengths in industry, resources, seaports, and multimodal transportation to promote cooperation between enterprises under each party's management in supply chains, sales chains, and import-export trade of raw materials and products. Sharing and updating policy and market demand information to help enterprises expand markets.
Investment attraction: Based on mutual potential and advantages in order to organize investment promotion activities and business delegation to visit in order to promote investment in industrial/economic zones of both sides. Promoting deep cooperation including technology transfer and human resources training.
