Present at the congress were Mr. Nguyen Ngoc Hung, Party Committee member, Deputy Secretary of the Party Committee, Vice Chairman of the Vietnam Union of Friendship Organizations; Mr. Do Manh Hien, Permanent Secretary of Hai Phong City’s Party Committee, Honorary Chairman of Hai Phong City’s Union of Friendship Organizations; Mr. Le Anh Quan, Member of the Standing Committee of the City’s Party Committee, Standing Vice Chairman of the City People's Committee; Ms. Dao Khanh Ha, Member of the Standing Committee - Head of the Propaganda Department of the City Party Committee; Mr. Bui Duc Quang, Vice Chairman of the City People's Council; and Mr. Hoang Minh Cuong, Vice Chairman of the City People's Committee.

In the term 2018-2023, the Union and its member organizations worked closely together in the Party and government’s foreign affairs of the Hai Phong City People’s Committee and Council, as well as cooperated with departments and localities in developing the image of a friendly city in the process of global integration. Every year, the Union organized many activities such as conventions, interactive meetings, exchanges, art performances, exhibitions, and competitions for foreign affairs purposes.    

Peace clubs and youth friendship models for students in Hai Phong City have helped promote diplomatic activities for the city’s people, especially youngsters. Models and ideas connecting Haiphong businesses to FDI investors and foreign partners also helped establish effective friendly linkages, such as bilateral associations in France, Russia, and Bulgaria. Non-government programs and projects were also paid attention to by relevant units to contribute to achieving the target of the non-government foreign aide program. 

For the 2024- 2029 term, following the motto to “Build a strong organization, renew the means of actions, assert its role and efficiency in terms of foreign affairs”,  the Union will continue to consolidate and develop itself with synchronization. Especially, the role of the leaders will be to unite and support the common cause. 

Mr. Hoang Minh Cuong, Vice Chairman of Hai Phong City People's Committee affirmed that the city has been able to organize activities concerning foreign affairs effectively, creatively, and synchronically, such as those of the Party and those between the government and the People, optimizing the city's pioneer role in diplomatic relations for economic development. Hai Phong City has trading relations with over 130 countries and has established friendly relationships with 26 foreign localities. There are currently about 50 global organizations and NGOs operating in the city. Hai Phong City currently also has 954 active FDI projects, with 39 countries, amassing 30 billion USD in capital.

The city's Vice Chairman suggested that in the upcoming term, the Union focus on raising awareness of the position and role of people's diplomacy, upgrading the organizing methods and content of activities according to the slogan "proactive - flexible - creative - efficient", diversifying the cooperative relationships, cooperating with the Party and relevant authorities, completing and reinforcing the mechanism and cadre in a professional. efficient and wholly.\/.
