In order to ensure the organization of activities celebrating the 70th anniversary of Hai Phong Liberation Day is practical, meaningful, creating an excitêmnt for the people of all walks of life in the city, the Standing Committee of Hai Phong City Party Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations, armed forces, departments, branches, agencies, and units to hold commemorative activities with diverse vivid, practical, and in-depth content to attract people to participate, creating a festive atmosphere; ensure safety, solemnity, economy, efficiency, modesty, formality, and maximum mobilization of socialized resources; widely propagate the great historical significance of Hai Phong Liberation Day; Organize and launch a special emulation campaign to achieve the highest achievements to celebrate the 70th anniversary of Hai Phong Liberation Day with the theme "Hai Phong - 70 years of faith and aspiration to rise up"; Carefully organize activities of "Drinking water, remember its source” repaying gratitude, ensuring social security.

The Standing Committee of the City Party Committee proposed that the Party Committee of the City People's Committee direct the City People's Committee to establish an Organizing Committee for commemorative activities; direct the organization of activities to celebrate the 70th anniversary of Hai Phong Liberation Day in conjunction with the Hai Phong Red Flamboyant Festival in 2025; the Propaganda and Mass Mobilization Committee of the City Party Committee will direct and guide propaganda work on mass media and the reporter system; direct press and communication agencies to build specialized pages and columns to widely promote activities to celebrate the 70th anniversary of Hai Phong Liberation Day; Party committees, authorities, departments, branches, agencies, units, the Fatherland Front and socio-political organizations organize the dissemination and implementation of this Directive and the Plan of the City People's Committee; based on the assigned functions and tasks as well as the actual situation of the locality, agencies and units develop and implement plans to organize specific commemorative activities in appropriate, practical, safe and effective forms./.
