Hai Phong City to Enter a New Era
2025 has officially begun with joy, excitement, and a new momentum. Hai Phong Citys resilience and determination to overcome difficulties have once again been clearly demonstrated in the past year as the city accomplished remarkable achievements along with Vietnams other localities.

2024 is the year of acceleration and breakthrough to achieve the goals of the 2020–2025 term as it marked the five-year journey of implementing Resolution No. 45 of the 12th Central Party Committee on the construction and development of Hai Phong City until 2030, with a vision to 2045. The Politburo issued Conclusion No. 96 on continuing Resolution No. 45, which identified the task of continuing to research and promulgate specific, outstanding, and breakthrough mechanisms and policies for Hai Phong City.

Right after the preliminary review of the Politburo’s Resolution 45, on November 14, 2024, the Party Committee, local government, military, and people of the city were honored to welcome the General Secretary of the Communist Party of Vietnam, To Lam to visit, encourage officials, soldiers, and people of Bach Long Vi Island district, and work with the city’s Party Committee. The General Secretary highly praised the city’s development achievements and set the goal for the city to develop to a level comparable to prominent cities in Asia, becoming an international hub for economy, education, training, and science and technology.

In 2024, Hai Phong completed and exceeded 17 out of 19 targets. The growth rate (GRDP) reached over 11%, marking the 10th consecutive year of double-digit growth, ranking 3rd among 63 provinces and cities, and leading the five centrally-run cities. Total state budget revenue exceeded 110 trillion VND for the first time, with domestic revenue surpassing 50,000 billion VND, exceeding the target set by the city’s People's Council by over 5,000 billion VND. Foreign direct investment (FDI) attracted over 4.9 billion USD, 2.35 times higher than the set target; and tourism revenue reached 9.15 million visitors.

Hai Phong is entering spring with trust and optimistic expectations. With the highest political determination, along with a series of new resolutions and mechanisms issued by the Central government for the city, these will be great opportunities for Hai Phong to continue perfecting its specific policies; utilizing potential and opening up new spaces for development; creating momentum for building a socialist model for the people while also enhancing the city’s position. Hai Phong is to affirm its sustainable development, being the growth driver of the Red River Delta region, as the whole country enters a new era—the era of the national rise./.
