Hai Phong implements the “Succeed Together” model to accompany and support investors and businesses
According to Plan No. 220/KH-UBND on improving the Provincial Competitiveness Index (PCI) for the 2025–2026 period recently issued by the Hai Phong People’s Committee, the city will carry out 73 specific tasks to further enhance the investment and business environment, accompany enterprises, and build a service-oriented government
The city’s goal is to maintain its PCI ranking in the Top 5 nationwide.
In its PCI improvement plan for 2025–2026, Hai Phong emphasizes the implementation of the “Succeed Together” model to accompany, support, and care for investors and businesses throughout their production and business process. This is not only about administrative procedure support but also about fostering close engagement, sharing, and creating favorable conditions for sustainable development—under the principle that “The success of investors and businesses is the success of Hai Phong City.”
The model is expected to be officially applied from October 1, 2025. Investors and businesses can access information and carry out administrative procedures through the online portals of relevant departments, agencies, and localities for timely guidance and support.
The People’s Committee requires departments, agencies, and localities to publicly announce focal contact points and hotline numbers to support investors and businesses, as well as provide detailed guidance on procedures, templates, and online administrative services. The city will also deploy an AI virtual assistant for automatic responses, along with a direct appointment booking system to maximize convenience for enterprises during document processing.
The People’s Committee also stressed the need for all levels of government to promote dynamism and transparency, with civil servants who are dedicated, responsible, and innovative—reflecting the spirit of “Decisive Action – Wholehearted Service to Enterprises.” The city will continue to create favorable conditions for businesses to quickly enter the market, while also implementing a model of “Connecting conditional business licensing procedures” at relevant departments, agencies, and localities to provide more effective support for enterprises.
