Speaking at the opening ceremony of the 2023’s Red Flamboyant Flower Festival, the Chairman of the Hai Phong City People's Committee, Mr. Nguyen Van Tung, expressed that, to follow the central government’s instructions, the city especially valued its people’s cultural and spiritual life, declared Hai Phong people to the driving force, the inner strength, and the source to all developments of the city.

Therefore, the Red Flamboyant Flower Festival has been held since 2012. Annually, on the occasion of the festival, hundreds of events are carried out, impressing not only the city’s people but also the visitors.

2023 marks the city’s 10th Red Flamboyant Flower Festival, associated with the 68th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2023).

With the theme “Hai Phong - Shining at the Estuary of the Sea,” the festival contributed to further affirming the role and position of Hai Phong City as the center of the coastal plain, an important traffic hub, the main gateway to the sea for the Northern provinces while playing a vital role in the development of the Northern key economic regions and North Vietnam in general.

The festival, at the same time, also affirmed the determination of the port city’s Party Committee, authorities, and people with the motto "Devoted bravery, Resolve to win" to accelerate the implementation of the Vietnam maritime strategy, focusing on marine economic development to turn the city into a modern, smart, and sustainable industrial city of regional status, being the growth motivator for the whole country following the spirit of the Politburo in Resolution No. 45–NQ/TW dated January 24th, 2019 on the construction and development of Hai Phong City until 2030, with a vision to 2045.

The art program "Hai Phong - Shining at the Estuary of the Sea" is the highlight of 2023’s Red Flamboyant Flower Festival. The program consists of three chapters–“The City of the Rising Sun,” “The Red Flamboyant Colored Heart,” and “Hai Phong - Shining at the Estuary of the Sea”–with the explosive performance of famous singers and celebrities like Tung Duong, Trong Hieu, Van Mai Huong, Noo Phuoc Thinh, Ho Ngoc Ha, Hoang Thuy Linh, Oplus Band, etc.

With the scale and attractiveness of the program, despite the rainy weather, thousands of people and tourists flocked to watch the art program to celebrate the Red Flamboyant Flower Festival - the pride of people in the port city.

In addition to the art program, the 2023’s Red Flamboyant Flower Festival includes 31 representative events and 97 activities in economy, culture, sports, and tourism, taking place in the center strip of Hai Phong City and the centers of its towns and districts. The events are held by the city’s units, organizations, and individuals in the home country and abroad.

The representative, unique, and outstanding cultural, artistic, and sports activities took place from the end of April and were packed in May, attracting many people and tourists.
