Standing Committee Of Hai Phong City Party Committee Worked With Hai Duong Provincial Party Committee
Implementing the directives of the Central Government on the reorganization of administrative units at all levels, building a two-level local government model, and the Party Congress at all levels for the 2025–2030 term, towards the 14th National Party Congress, on April 18th afternoon, the Standing Committee of the Hai Phong City’s Party Committee held a working session with the Standing Committee of Hai Duong Provincial Party Committee to discuss related matters.

At the conference, representatives from the two localities discussed the draft proposal and the coordination plan between the Standing Committees of Hai Phong City and Hai Duong Province regarding the formulation and implementation of a proposal to merge Hai Duong Province and Hai Phong City. They also discussed the coordination mechanism, assignment of leading and cooperating responsibilities between the two localities in developing, gathering feedback, finalizing, and submitting the merger proposal and other related tasks. Initial policy-level, strategic, and principal opinions were also provided on a number of related issues, such as the plan for the arrangement of agency headquarters, the allocation of official housing, and transportation connectivity solutions.
On behalf of the Standing Committee of the Hai Duong Provincial Party Committee, Mr. Tran Duc Thang, Member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee, emphasized that the policy to merge the two localities into a centrally run city holds long-term strategic value, especially as the country prepares to enter a new era of national rise. The aim is to fully leverage the strengths and potential of both localities, establishing a comprehensive development center.
Highlighting the strengths that would come from the merger, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of Hai Phong City Party Committee, Head of the National Assembly delegation of Hai Phong City, proposed that the two localities continue to work together to complete the merger procedures in order to establish the new administrative unit. Representing the Standing Committees of both localities, Secretary of Hai Phong City Party Committee Le Tien Chau agreed on the tasks that both sides will continue to implement in the coming period.
With the long-standing tradition of cooperation between the two localities and a spirit of initiative and responsibility, the Secretary of Hai Phong City Party Committee expressed his confidence that both provinces and cities will successfully fulfill the tasks entrusted by the Party and the State, creating new spaces and advantages for stronger growth in the near future. At the conference, the leaders of the two localities signed the Coordination Plan between the Standing Committee of Hai Phong City’s Party Committee and the Standing Committee of Hai Duong Provincial Party Committee on the formulation and implementation of the merger proposal for Hai Duong Province and Hai Phong City./.
