The Resolution aims to develop Hai Phong into a “Civilized – Happy” city — a representative model of socialism in the new era, an era of national advancement, prosperity, and strength. The city is envisioned as a place that fully integrates the following elements: a highly developed and sustainable economy; a democratic, fair, and civilized society; people with comprehensive development in intelligence, morality, physical health, and spiritual well-being; a united, humane community with its own cultural identity; and a modern, transparent, and effective government that serves the people.
Specific objectives include regarding institutions and government: Reform leadership methods and improve the governance capacity of the political system toward a modern, constructive, service-oriented, and transparent government; implement substantive democracy, with citizens placed at the center as both the subject and the goal of development, regarding the economy: Develop a modern, green, circular, and digital economy, linking economic growth with social equity; ensure sustainable social welfare so that no one is left behind, regarding the living environment and social well-being: Build bright, green, clean, safe, and humane urban and rural environments; develop an equitable welfare system that ensures access to public services and development opportunities for all people, regarding national defense, security, and foreign affairs: Ensure national defense, maintain political stability and social order; proactively pursue deep and effective international integration; enhance the city’s position and image internationally, regarding socialist-oriented citizens: Build generations of Hai Phong citizens with knowledge, ethics, civic responsibility, and a spirit of dedication; develop education, healthcare, and cultural systems as foundations for improving people’s overall capabilities. 
To achieve these objectives, the city will focus on implementing 11 key models, including:

9.   “Environmentally Friendly Service Businesses, Eliminating Single-use Plastic Products at Tourist Destinations” 
10.  “A City Providing Comprehensive Healthcare for All People” 
11.  “Socialist Schools” 
12.  “Socialist Youth Union Branches Associated with Socialist Youth Union Members” 
The Standing Committee of the Hai Phong City Party Committee requested the Party Committee of the City People’s Committee to take the lead, in coordination with the Party Committee of the Vietnam Fatherland Front of Hai Phong, in directing departments, agencies, and affiliated units to develop action programs implementing the Resolution; formulate, approve, and organize projects to concretize the models outlined in the Resolution; allocate budgets for implementation; and submit proposals to the City People’s Council for the issuance of specific mechanisms and policies.
The Party Committee of the City People’s Council will direct the review, development, issuance, completion, and supervision of relevant mechanisms, policies, and resource allocation related to the implementation of the Resolution, projects, and models. It will also strengthen oversight of the implementation of Party guidelines, State laws and policies, and city policies on developing socialist models associated with socialist-oriented citizens. Viet Nam Fatherland Front and socio-political organizations of the city will strengthen communication and mobilization efforts; promote the participation of workers, farmers, intellectuals, entrepreneurs, youth, women, veterans, former People’s Public Security officers, the elderly, religious dignitaries, religious practitioners, believers, Hai Phong citizens living domestically and abroad, and foreign residents in building and developing Hai Phong.They will also conduct social supervision and criticism during the implementation of the Resolution, projects, and related policies and mechanisms.
Party committees of communes, wards, and special administrative zones, as well as Party organizations under the City Party Committee, will organize dissemination and implementation of the Resolution, projects, and city models. They will develop plans and action programs while adding models suited to the specific characteristics of their localities and units, linking implementation with Party Congress resolutions at all levels and local development goals.
Local press and media agencies are tasked with promoting communication activities and raising public awareness of socialism, the path toward socialism, socialist-oriented citizens, and the socialist models associated with citizens in Hai Phong. They will highlight positive values within the community through dedicated sections, programs, and increased coverage of the Resolution, projects, action programs, and related policies.
The Propaganda and Mass Mobilization Commission of the Hai Phong City Party Committee will take the lead, in coordination with the Party Committee of the City People’s Committee, the Party Committee of the Vietnam Fatherland Front of Hai Phong, and relevant agencies, in monitoring, urging, inspecting, and supervising implementation, and periodically reporting to the City Party Committee and the Standing Committee of the City Party Committee as required.
