EFFORTS TO MEET SOCIAL HOUSING DEVELOPMENT TARGETS
Under Resolution No. 7 assigning social housing development targets for the 2026–2030 period, the Government has tasked Hai Phong with completing more than 43,500 housing units between 2025 and 2030. Of these, 6,700 units are to be completed in 2026. The targets will be maintained and adjusted flexibly in subsequent years. This is both a political task and a strong commitment by the city to ensure social welfare.
The social housing project under the Trang Due Urban Area – Commercial Service and Worker Housing Development, covering more than 31,000 square meters, is invested by Saigon–Hai Phong Industrial Park Corporation. With 10 buildings and over 2,500 apartments, the project aims to improve living conditions for low-income workers while enhancing the city’s investment environment and contributing to socio-economic development. To date, eight buildings with more than 2,000 apartments have been completed and handed over, while the remaining two buildings with around 500 housing units are expected to be completed this year.
Between 2026 and 2030, the city plans to complete 24 projects with approximately 27,700 units. Of these, 16 projects with around 19,200 units already have investors, while eight projects with nearly 8,400 units are selecting investors. By 2030, Hai Phong aims to complete around 63,496 units, reaching 128% of the government’s assigned target of 49,400 units. The city also requires social housing projects to ensure appropriate locations, good quality, and reasonable prices, while strengthening inspections to prevent policy abuse.
