and apply advanced technology for socio-economic development of Hai Phong city
for the 2001 - 2005 period
1- Objective:
* Set up scientific bases, propose policies
and measures to assist and promote advanced applications in Hai Phong.
* Advise on implementing national programs,
studies to apply advanced technology in socio-economic, scientific,
technological and environmental sectors.
2- Content:
2.1. Information
technology:
* For state management:
Gradually establish
departmental management information system with a common program for internal
connection in order to provide sufficient, timely and exact information,
meeting requirement in making decision of the city's management and control,
such as:
+ Intensively apply
advanced software for management of authorities
+ Develop software
technology of the city
+ Establish
management information database of departmental and sectoral levels
+ Establish GIS,
promote its application to some key branches
+ Create
departmental and inter-departmental internal information system
* For socio-economic development:
+ Promote
information technology applications in fields of business, production, service
such as: finance, banking, market, price, export - import, trade, health care,
education, society, sport...
+ Encourage
enterprises of all economic sectors to organize and implement projects for
computerizing business, service management, developing electronic trade.
* Develop potentialities of information
technology:
+ Mobilize, attract
and encourage talented people, provide education and training for upgrading and
changing public awareness of applying information technology to management,
social activities, business and daily life.
+ Develop training,
popularize basic informatics background, information technology for the public
community, promote computer training in schools, focus on training capable
specialists. Target towards the year 2005 aims at having 3000 computer
engineers and bachelors, 500 professional programmers.
* Build infrastructure for information
technology
+ Establish
intranet of Hai Phong
+ Build up Center
for software technology
2.2. Electronic -
Automatic technology:
* Promote research on digital applications
and automation in designing with the assistance of computer (CAD) and CAM systems:
+ Promote
automatically designing model, pattern in textile and foot-wear.
+ Use automatic
program to design and calculate in mechanic engineering, civil engineering,
transport construction
+ Automatic design
in ship-building: body line, shell extension dynamic equipment, balance
calculation, stability, fluctuation in designing and building ship.
* Receive technology and strive to assemble
IKD for systems to control, supervise, transmit and process data in industrial
field.
* Promote the application of PLC technology
in cybernation of task machine and implement system.
* Promote automation for measuring device,
tools for marine and aquatic fishery, electronic scales with device for showing
and transmitting data, card meter, fish detecting machine.
* Use robot in some dangerous branches,
stages in producing construction material, chemicals, treating toxic industrial
waste, hospital waste...
2.3. Biological
technology:
* Promote the application of biological
technology to planting, breeding, health care e.g.: producing food for cattle,
poultry, aquiculture, micro-organic fertilizer, growth control medicine,
pesticide, taking precaution against and resisting epidemic diseases,
experimenting usage of organic fertilizer with suitable cultivation process for
producing clean products.
* Implement applicable studies to select,
maintain and multiply high-quality, high-yielding strains of plant, cattle and
poultry which are applicable in Hai Phong. Receive, transfer and apply
cell-culture technology to agricultural production, develop some strains with
high economic value.
* Apply biological technology to preserve
and process agricultural products and foodstuff.
2.4. Material
technology:
* Research and use new materials with good
technical property in industrial production, consumables production, health
care: medicine laser material, special steel of all types, magnetic material,
optical material, composite... Implementing method is to receive technology,
use it effectively, gradually research to create alternative internal technology.
* Encourage and assist research into new
material combination for industry, construction and civil use such as
reinforced concrete, polymer concrete, anti-corrosive, heat-resistant, strong,
light material combination.
