Hai Phong City has identified three pillars of economic development (high-tech industry, seaports and logistics, and tourism and trade) based on the city's coastal strengths. The city's economic scale is constantly expanding, leading to continuous expansion in economic scale and maintaining the second position in the Red River Delta. The city's economy has shown high growth, with a 10.34% increase in Gross Regional Domestic Product (GRDP) in 2023, ranking 5th in the country and 2nd in the Red River Delta. Research and application of science and technology are crucial to this development. An outstanding strength in accessing superior foreign technology to serve marine economic development in Hai Phong City is sessions connecting technology supply and demand between Vietnamese and foreign enterprises, helping businesses access advanced technologies in developed countries.

One of the key drivers for promoting sustainable development in Hai Phong's marine economy is the emphasis on marine science and technology research and application, particularly in protecting natural resources and the environment. Developing scientific human resources is essential for this purpose.

To truly become a force for economic development while maintaining national defense and security, it is imperative to develop strategies for technology research, application, and deployment. Priorities should be made in prominent scientific and technical fields and special policies for marine science and technology activities. International cooperation is also crucial for learning from experiences and accessing new methods and equipment./.
