scientific and technological resources in Hai Phong city during 2001 - 2005
1- Objective:
Mobilize consultants, advisors for
preparing scientific basis, proposing measures to assist, promote development
of scientific and technological human resource and information system, propose
mechanism, policy to encourage scientific and technological development in Hai
Phong, in order to be able to deal with basic scientific and technological
duties, supporting the city’s socio-economic development during 2001-2005.
2- Content:
2.1. Science -
Technology activity system:
* Develop a project to strengthen,
rearrange and develop researching agencies and develop towards unified
investment in key bases.
* Research on basis to build some
laboratories, experimental bases, which satisfy national and regional
standards.
* Research on basis to develop
consultation, scientific and technological transfer service.
* Research on measures to develop and
explore scientific and technological potential of the colleges, high-schools in
Hai Phong.
* Research on measures to promote and
increase the effects of scientific research, technological development and
their applications in social organizations, Party[1][1][1]s
agencies, unions, branches, professional associations and enterprises.
* Research on basis to build up advanced
technical and technological zones in Hai Phong.
2.2. Science and
technology human resource:
* Research and propose measures to attract,
use scientific and technological human resource consistently, comprehensively
and effectively; win over human resource from the Central and big cities.
* Research on measures to encourage
self-training, retraining scientific and technological staff.
* Research on measures to build up a group
of capable specialists, first-rank scientific, technological staves, artistes,
skilled workers.
2.3. Incentive
policy:
* Research and implement measures to
promote development of science - technology market
* Research and propose mechanism, policy to
encourage economic sectors to invest in technology renovation, advanced
technique applications for quality improvement, product diversity, market
expansion.
* Research on measures to propagate, disseminate
and implement the state incentives, favorable mechanisms, policies for science
and technology.
* Research on measures and models to
socialize, diversify investment sources in science and technology.
* Research and renovate management mechanism
for science - technology according to laws on science and technology and
satisfy the requirement of public administrative reform.

* Research on basis to build up scientific
and technological information network in the city’s area.
* Research on measures to make information
resource and develop scientific and technological database.
* Research on measures to improve capacity
to explore and use information resources from internet.

information intranet system of the city.
* Research and propose measures to upgrade
quality of scientific and technological information activities.
* Propagate and disseminate scientific and
technological knowledge, contributing to public awareness improvement.
