 Nam Dinh Vu non-tariff zone, industrial park and seaport

Nam Dinh Vu project to build a complex of non-tariff zone, industrial park and seaport on an entire polder area of more than 1,300 hectares to daily form Dinh Vu peninsula on a former water surface. This is the first of its kinds in Vietnam, so that many people have considered it as a “madness". In spite of that, upon only a few months of implementation, the project has proved a positive likelihood of success.

In 55th celebration of Haiphong liberation, the project Nam Dinh Vu non-tariff zone, industrial park and seaport was officially started to be under construction. Haiphong port city has more than 125 km of coastline belonging to the economic strategy “two corridors and one economic belt” of the Tonkin Gulf. Thus, the marine economy has always been regarded as key sector in Haiphong and an important growth engine of the northern key economic region. The work of sea encroachment is full of adventure, but its first advantage can be admitted by the fact that the compensation expenditure of land clearance on an area of 1,300 hectares would cost a huge amount of money, much more than the cost of reclamation to built industrial parks on water surface. That's not to mention the intangible cost of "dead" time for dealing with resistance from people losing their land that put a lot of pressure on investors. Calculation shows that investment rates of polders are lower than of agricultural or non-agricultural land.

Director General of Nam Dinh Vu Investment Join Stock Company Nguyen Thanh Phuong says that it is a large-scale project because small investment will be wastage of land and investment rate for the sea dike will increase. Meanwhile, the first important requirement of a project is to exploit and use the land efficiently. Of course, a large project also requires investors and shareholders of strong financial potentials. In fact, Nam Dinh Vu Investment Joint Stock Company and its founding shareholders are capable of and well-experienced in management and exploitation of large projects. The shareholders have committed to provide a guaranteed capital of about VND 03 to 05 trillion. The combination of port system, non-tariff zone, production and transportation system is of great advantage for investors to reduce operation costs here. For construction of sea dykes, the company applies prestressed concrete piling method - a new scientific technology allowing rapid, sustainable, effective and suitable building method for weak geological conditions with strong regular waves at Nam Dinh Vu area. The prestressed concrete pile system of grade 720 with durable saltwater-proof cement allowing construction even in stormy or rainy conditions. Upon completed piling, soil will be filled in for leveling. After a few months of implementation, a muddy and wild area with immense waves has been quickly reclaimed. Nam Dinh Vu Project is a combination work of seaport and industrial park, then the volume of dredging works is used as filling materials. During the construction process, it is easier to use high vessels to pump in filling materials rather than to transport by cars or other vehicles for the sakes of environmental hygiene, traffic clearance, faster construction and cost saving.

Nam Dinh Vu non-tariff zone, industrial park and seaport is located in a central position that is a driving force, a key factor for development of Dinh Vu - Cat Hai economic zone, so investors will enjoy several tax preferences and support services. The project has many advantages, especially for transportation. For instances, it is only 10 km away from Cat Bi Airport, linked directly to the center of Haiphong and Hanoi - Haiphong Highway, and is the hub of economic corridor of Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh etc. Nam Dinh Vu non-tariff zone of over 430 ha represents the sharpest difference of Nam Dinh Vu industrial zone over others in Dinh Vu - Cat Hai Economic Zone as well as in the entire country, and is an important element to create such a dynamic and diversified Nam Dinh Vu. The non-tariff area will have different commercial services such as retail supermarkets, duty free shops, bonded warehouses, and production activities of manufacturing, processing, recycling, import, export as well as temporary import, re-export. Nam Dinh Vu IZ of nearly 900 hectares will attract investment projects in clean and environment-friendly industries and advanced technologies. In addition, the project plans nearly 100 hectares for development of petrochemical products such as gasoline, oil, gas, chemicals etc.

The port area is at the main entrance where the waterway from Buoy Zero is one-third closer compare to inland transportation. In particular, upon completion of 10 terminals of Nam Dinh Vu port with a total capacity of about 20 million tons per year along with a the existing Hai Phong port system, Lach Huyen deep sea port project will form a port chain and logistics port services with the biggest cargo and passenger transportation capacity nationally. Modernized cargo handling equipments and spacious storage system to be installed in the port will allow quick release of goods. Hopefully, with its advantageous geographical location, transportation, and special preferential policies to attract investment, Nam Dinh Vu project is expected to be an attractive destination for secondary investors.
